The Tango icon library has been made public domain:.

A lot of other libraries used with FOSS software are licensed under
Creative Commons which may require you to attribute the author, and
share any modifications to the icons.  LGPL libraries would have a
similar limitation. Neither of these limitations would preclude
commercial use IMO, especially if you distribute the icons as
stand-alone resources.
