There are a couple of nearly-right answers so far, here's the straight
dope.

It depends largely on whether your operating system is 64-bit or 32-bit.
Here's the combinations.

32-bit CPU, 32-bit OS: Can run 16-bit programs, so in theory you are OK.
64-bit CPU, 32-bit OS: Can run 16-bit programs, so in theory you are OK.
64-bit CPU, 64-bit OS: Cannot run *any* 16-bit software.

If you fall into the third option there, then your options are:

If you are on 64-bit Windows 7 and it is Professional, Enterprise or
Ultimate then you can download 'XP Mode' which is a preconfigured
virtual Windows XP environment. You can then install your 16-bit app
under that, and have it run more or less seamlessly with the Win 7
desktop.

You can also investigate DosBox, which while aimed at gaming can
certainly run FPD programs.

If you are on a 32-bit OS and are having problems then you may need to
investigate the AUTOEXEC.NT and CONFIG.NT files to add a file handles
setting and so on.
