Not surprisingly, it turns out that automatically launching programs when a device is inserted into a computer can lead to security exploits. Rather than improving the underlying security model, Microsoft chose to limit AutoRun/AutoPlay to only CD and DVD drives - see http://support.microsoft.com/kb/971029. The U3 USB plugin gets around this by creating a partition that looks like a CD to Windows. I'm sure that makes it more secure :) ...
