Sadly, no. I've seen that before. That's Windows Live Mail under XP, I believe. Under Windows 7, it uses that Windows bar/ruler like the newer versions of Word/Excel/etc. There is a Home, Folders, View, and Account bar, but there is no text size option under the View bar.
