about:config works great... in FireFox!

I suspect the best you can do is find one of those tools that diff the
Registry. Snapshot before, reset IE to default, snapshot afterwards
and compare.

You can probably do that by hand by locating the root of the IE
settings in the registry and exporting it before and after.
