It is very easy. Congress would just announce a tax-free repatriation of all foreign profits for one year. No fuss no muss. There would be almost no paper work and it would just happen. Jim Cramer highly recommended it on his stock analysis show. A secondary hit would be screaming from the countries where the cash would leave. So I say screw them. It is time for foreigners to take on the trials of the world and not let the U.S. run things.
