He wasn't banned for walking the dog from the car... he received 3 points on his license which took him over the 12 point limit resulting in the ban... so basically he had a number of previous unspent offences.
Speeding say doing 80 mph in a 70mph zone will result in the same penalty 3 points and £60 fine that he received...
