Michael,
I guess you are going to have to have your main POP3 server hosted on an ISP. 
Personally I have mine hosted on SimplyNames.com and within there you can set 
up email rules to forward email to various devices which I do i.e my iPhone. 
That way it works 24/7 with a completely separate pop3 inbox for the iPhone. 
That way I get all email duplicated from the main Pop3 to the inphone and it is 
available on the PC when I get online and download it.

I just want to forward filtered email to my phone from a select number of email

I think i can do this with outlook, but I would have to make sure a computer 
was on 24/7, and I want to be able to still get the critical emails if my 
internet is down.
