Generally speaking - yes, the Kits SHOULD be less. Back when I bought mine CupCake - they were also selling the T-o-M, both as a Kit and pre-built. It was a shocking difference, with the Kit like $1200 - while fully assembled was like $2500 - that is, if I remember correctly...
As for engraving type machines - there are also DIY Milling machines that are Open-Source and on the Web. If I remember right - last I asked what the cost of parts was - I think I was told it was like $700. Again - I could be wrong - as that was over a year ago when I saw the machine at SIGGraph - and this guy gave me some idea of costs to build it. As for your Trains project - that DOES sound interesting. So - you are looking to use the 3D Printer to - what - print things like bridges or landscapes or buildings? Whatever you print - where will you get models from? In the 3D Printer world - there is a site called Thingiverse.com - where people upload ALL Types of models for others to print on their various types of Bots.
