Kalo yang gue tahu sih ada yang gratis .NET Frameworknya bisa gratis didownload kok. Trus untuk IDE developmentnya, memang harus bayar kalo mo pake punya windows. Tapi kalo mo yg gratis dan Cuma buat project dalam skala kecil dan sedang ( lebih gede dikit dari yang kecil :) ), bisa pake yang namanya #Develop. Itu bisa didownload dari <a href="http://www.icsharpcode.net/OpenSource/SD/Download/>sini</a>. Relatif stabil dan lengkap. ada fasilitas auto complete dan convert dari vb ke c# atau sebaliknya.
