Here's my impression of the difference: If you are debugging a multi-line explicit verb then 'Step over' will cause the debugger to execute the complete sentence on the current line and move to the next line of the verb. 'Step out' will cause the debugger to execute the remaining sentences in the multi-line explicit verb and move out of the current verb - either to the session or the verb that called the verb you were debugging.
If you are debugging single line explicit verbs, or tacit verbs I imagine that 'Step over' and 'Step out' will appear to do the same thing.
