Elegance is, like all beauty, in the eye of the beholder. For me it is, more or less in that order, the clear expression of a (grand) idea, the absence of (gory) details, a low level of nested parentheses and shortness. Or, in general, less is better. Tacitness only helps.
I wouldn't dare to disagree with your description of elegance. I probably don't like lots of explicit (re)ranking.
