[Jprogramming] Does #. Use Horner rule inside

In Rosetta code Horner code item, it uses (#.|.)~ as a solution. Is this right? 
I thought this is plain polynominal sum rather than horner rule, since for 
x#.y, the product scan of x is calculated first?
