Hmm... it does look like PROGRA~2 is a relatively stable reference to c:\Program Files (x86).
But %20 does not work as a replacement for the space character. I suppose another workaround is to generate a *.bat file in some location without spaces in the name and run that (perhaps using cmd /c or something...). That's disgustingly inefficient, but if that is the way windows is designed, I guess I can live with people having to do that, at least for a little while.
