It looks like Nvidea on windows can interfere with jhs:

I tried running jhs today, and I got the message: 'Port 65001 already
in use by JHS or another service.'

So then I ran netstat -bn to see what was going on (I had to do this
from a command line with administrator privileges), and looking
through the output, I saw:

  Proto  Local Address          Foreign Address        State
...
 [nvstreamsvc.exe]
  TCP    127.0.0.1:65001        127.0.0.1:49156        ESTABLISHED
...
 [chrome.exe]
  TCP    127.0.0.1:49952        127.0.0.1:65001        TIME_WAIT

And it looks like nvstreamsvc.exe is intended to support the "Nvidia
Shield" game console. I do not have one of those, so I turned off
"Game Streaming" in the "NVIDIA GeForce Experience" application, and
waited for the port assignment to go away.

That wasn't enough, so I then shut down Chrome and all google application.

That still wasn't enough, so I rebooted my windows machine.

That worked - jhs runs for me now.

Sometimes, when I look at the quality of software produced by large
teams of professional programmers, I sometimes think that the point of
spending all that money on their salaries must be to make things as
annoying as possible.

I know that that is not completely fair - there's a lot going on. But
there's just so much room for improvement that I feel it's important
to keep some perspective. People will always find things to complain
about (see above for an example of me doing this), and there's always
more to do.
