As mentioned, J8 leverages qt, and through that, android today.

You might one day hope that the same J code will run on windows phone, as qt 
has been ported there

I do expect windows phone to become popular as a side-effect of windows tablets 
becoming popular.  New intel baytrail processors allow full windows (8.1 which 
includes the phone/metro UI) on small tablets.  Full windows apps usually 
require a stylus on that small of a screen to be usable,and so the phone UI 
will probably catch on for the reason MSFT made it:  Its a better UI for small 
devices, even if consumers tend to be underwhelmed with a windows mobile device 
until it runs full desktop apps.
