That was a hypothesis, I'm looking for proof that it's wrong. Since I made that post, I've found j64-803-user/config/folders.cfg which I think is part of the answer. I do not know how I could have found it more efficiently. And this thread here - even though no one else answered my original question - did at least help keep me focused on what I was looking for.
Inspecting UserFolders_j_ and SystemFolders_j_ in a J session gives me what I think is the rest of the answer (this tells me about the conventions in use - for example UserFolders names are capitalized while SystemFolders names are all lower case, and the directory paths are all absolute).
