There was ctag support built-in base library but now also decommissioned. So if want to revive ctag, it will be a new standalone add-on. You may add it to addons svn yourself, request for write access from Chris Burke in case you don't have the write access. You may use the same addon name or create a new one.
Is emacs using etags? I don't know emacs. I used ctag for vi.
