When I followed your install steps, I got this version of J:

I did install in the users rather than program files due to problems I have seen
running J from program files, mostly caused by file create and update issues.
I did notice that I got Release-d from the current download of j807_win32.zip,
where you got Release-a.
From what I recall, Release-a of J807 had several nasty problems and was
quickly replaced with updated versions.
I agree that you should update J with the current install package. If you want
to update J in program files, you will most likely have to run with elevated
privilege. The current install of j807_win32.zip should get you Release-d.
I suspect this will fix the problem you see.
