What's the procedure for suggesting changes to an addon?

For example, I just now submitted a pull request against one of the
100+ repositories for jsoftware on github --
https://github.com/jsoftware/general_misc/pull/1 -- and I feel like I
should probably mention that somewhere (other than in a random thread
in the programming forum) so it doesn't get lost. The writeup at
https://code.jsoftware.com/wiki/Addons/Developers_Guide covers a lot
of ground, but it doesn't seem to cover the topic of the test/release
process for suggesting changes.

Thoughts?
