Package manager gets into issues like maintenance and updates, but basically it's up to the ISI people.
That said, you would probably want to start by writing some documentation, including example uses. (It's probably not good to rely on wikipedia for the long term, because you never know how it's going to be updated.) But, also video is a rather broad field and this hits a specific mechanism used in video contexts. There's other ways that the time of a video frame may be identified -- timecodes like you have supported here, if I understand right, are mostly used when the video content skips frames. So, ... it might be worthwhile writing up a use case, documenting that, and then updating the code to support h.264 video in general for that use case?
