Here, I would recommend Process Explorer. The current microsoft url for it is https://docs.microsoft.com/en-us/sysinternals/downloads/process-explorer
Right click on the process here will give you window controls (like "bring to front") if there is a window. If there's not, there's no window (and "recovery" probably involves shutting it down (or, rebooting)). That said, Windows has (in at least some versions) a multiple desktop feature (which I don't have enough practical experience with) which might be relevant here.
