In the notes for J901 (
https://code.jsoftware.com/wiki/System/ReleaseNotes/J901) I can see the
following which might be what you are seeing? :

 "Change in behavior of nonexistent numbered locales: attempting to access
a nonexistent numbered locale now produces locale error rather than
creating the locale."
