The last of the Watcom F77 compilers became a free resource (a least a few
years ago), and it is not difficult to interface to J (Windows
environment).

Comversion of LAPACK software into straight F77 is usually not hard, its
only if you want some of the F99 goodies that you will have trouble. The
only F99 compiler I know about ran on a local main-frame. When I looked
at a version for Windows it was sort of a mess. There may well be some
other F99 compilers around, I just haven't looked in the last 3 years.

 When I looked at the Micro-soft version (which may since have been taken
over by others) interfacing to J was out of the question (required material
being put in J.exe for every routine that was to iterface).
