Debian packages usually contain precompiled software (optionally source).

But it should be from primary athors (Jsoftware, Inc.) of the language
 
Or it could be an archive with a Makefile.
 
More importantly, the only way to find out is to make
the actual submission. And the primary requirement to
that is to have a substantial number implementations
of the benchmarks. It will be useful even if they reject,
just for comparison.

We could consider having a shootout page at J Wiki
to collect implementations there to see if we are going
to be ready to submit.
