[Jprogramming] Diagonal generalization

How could I "generalize" to matrices of rank n ( >2 ) the diagonal =i.9 that 
is mat(i,j,k,...) is 1 if and only if  2 indices at least are equal ?
Does that make sense ? I know how to use loops but it would be so ugly...
Any help is welcome.
