Use fooR in place of your first foo:

fooR0 =:2 :0
 0 (m foo n) y
:
 ''
)
fooR=:2 :0
 (m fooR0 n)"0 1 0
)


And, use fooD in place of your second foo:
 
fooD0 =:2 :0) (0&$: :)
 0 (m foo n) y
:
 ''
)
fooD=:2 :0
 0&$: : (m fooD0 n)
)

This is somewhat roundabout, which I understand is not ideal.
On the other hand, this works with current versions of J, which
seems like a good thing.
