What does "base" mean here?

For example,

   /:~ 3 1 4 1 6,3 1 1 8 3,:6 1 8 0 3
3 1 1 8 3
3 1 4 1 6
6 1 8 0 3

What is the base value of the rows in this case(and why twice the
magnitude of any of the elements)?
