if 0 m$ x matched 0 n$y for all m,n,x,y, then they
could all be coerced to 0 0 $ 0 possibly reducing
memory requirements, and "apparently immaterial"
differences wouldn't interfere with their "practical"
equivalence.

I see a reason for why 0 $ 0 should not match 0 0 $ 0.
(The distinction between empty and nil)
I have no thoughts on whether 0 0 0 $ 0 should match 0
0 0 0 $ 0.
