erase 'b_a_' can only delete the definition of b in the locale a. erase_a_ 'b' will search locale 'a' and every locale mentioned in copath'a' and will delete the first definition it finds for 'b'. In this particular case, the only other locale involved should be 'z', and 'z' should not have a definition for 'b'.
