I am new to this game and I am guessing Apache has not been installed on the machine yet. I thought it came in automatically but I am beginning to think it is not so.

It looks like you did not properly configure web server for cgi so that the content of test.cgi is returned in verbatim but not executed. Did you add your "/usr/lib/cups/cgi-bin/" to scriptalias, or add .cgi to addhanlder directive?
