Internet Information Server (IIS) Console is located
in Administrative Tools, which are accessible from either
Control Panel or Start menu if you configure so in its Properties.
Otherwise, you probably need to install IIS.
Go to Control Panel / Add-Remove Programs / Windows Components.
Find and install IIS, if it is not already selected.
