The documentation (help/user/wd_commands.htm) for tbarset and menu does not
include tooltip and statushelp.
In form editor, the format shown to be
tbarset id index image tooltip statushelp
menu id caption shortcut tooltip statushelp
but I found that for toolbar, it should be
tbarset id index image statushelp tooltip
and for menu, there is no tooltip and should be
menu id caption shortcut statushelp
