An empty array is one with no elements; an empty vector, then,
is a vector with no elements, in other words a noun with shape ,0 .

The fill atom in ,. seems to apply to the operation of joining the
corresponding items.  I can make it come into play only when the
items have rank >= 2:

   (i. 2 2 3) ,.!.99 i. 2 2
0  1  2
3  4  5
0  1 99

6  7  8
9 10 11
2  3 99

It seems that the bit about f's being empty is an error:

   (i. 2 2 3) ,.!.($0) i. 2 2
|rank error
|   (i.2 2 3)    ,.!.($0)i.2 2
