My search of the online Vector archives shows the article as being in volume 
14.1 (not 16.1) at the following:

I get an error when I try to load that; HTTP Error 404.\

I notice that *none* of the links for contents of that issue load any better.  

Should I be using a different route to navigate to this paper?
