The file loads down alright under Safari and OS-X.  I will
independently email an attached copy to Raul, and to
anyone else who asks for it, and I will ask for it to be
put up in my University archive (keep an eye on

but it might take a while to get there).  It's from The
Mathematical Intelligencer of 2000 Winter and is
entitled "The Numerical Dysfunction".
