I would prefer a "time format" verb (time_fmt) so that

   F =: 'MM/DD/YY hh:mm:ss'
   F time_fmt 2007 10 30 14 6 3 0
10/30/07 14:06:13

The formatting being too useful to bury into the domain of 6:!0

As has been mentioned before, restricting the argument now and making the
above construction an error leaves the door open for a compatible
enhancement like this, perhaps when Roger is in his dotage.
