You are right. "launch" was not intended to wait.
Here's a "fix":

   load'task'
   shelf_jtask_=: 0&$: :(fork ('cmd /c ' , ]))
   launch_jtask_=: 3 : 'shelf LAUNCH,'' '',y'
   
   launch (jpath'~bin/jconsole'),' -js "echo +/i.3 4"'
   launch 'http://jsoftware.com'
