cder indicates either the file doesn't exist or that it is not an appropriate file(not a dll or a mismatch 32/64 bit).
Are you sure that your build resulted in a 64 bit dll? A quick test would be to try to use the dll you built from J32. If it works from J32 then your build was a 32 bit dll. There are steps in VC++ to do a 64 bit build. Does Express even support 64 bit targets?
