Stephen Taylor tells me that the URL I gave for the named
article needs credentials to load it down. However, a draft
version seems to be freely available at
www.cse.wustl.edu/~loui/praiseieee.txt
and as far as I can see seems to have the same content,
just not so easy to read, being .txt.
