That is indeed an example of what I would call a tacit verb.

To understand it, you would need to understand hooks (i. >./), as well
as the symbols it uses -- especially its conjunctions (@, & and ").

I would also recommend looking at intermediate results.  For example,
using
   (<@e.&>"0 1)
and
   <@((+/)@e.&>"0 1)
on some sample data (something small, ideally, so you do not
have to wade through overwhelmingly large results).
