If in a program x = y x thru y gives an empty result. You may not want that
so
to =: thru`] @. ([=])
gives

  2 to 0
2 1 0
  2 to 2
2
  2 to 4
2 3 4

Yes, Raul's solution is great. And it handles 7 thru
3 correctly, also. Very nice.

And handling non-integers as you suggest Ric, also
makes good sense.
