Technically it's the left verb of a bident which is always dyadic.

    <3;]
    < (3;])

The 3;] is the trident which turns it into a single verb fork.
In the verb pair, < is the left verb of a bident and bidents
create hooks and it's the < which will always get a left
argument.

(Also note that "trident" and "bident" are syntactic
terms where "fork" and "hook" are the corresponding
semantic terms.  If that helps.)
