On browsing the library script, I found that jconsole source
~config/startup_console.ijs instead of ~config/startup.ijs
Furthermore ~config/config.ijs is not loaded by startup.ijs itself but
by j ide script, so that config.ijs is for the use of ide only. I
guess the workaround is to put all jconsole specific startup routines
inside that startup_console.ijs.
Even USERFOLDERS has been set, program manager still does not run
under jconsole. Nevertheless project manager script contains a line
to test IFCONSOLE so I guess it is intended to be able to run under
jconsole.
