I would seriously be tempted to implement that one like this:
position=: 0 {...@i.@, [
swap=: ] A.~ *...@position * #...@[ !...@- <:@position
gnome=: swap~ 2 >/\ ]
gnomes=: gnome^:_
Because, that's how garden gnomes really work.
