When a package consist more than 1 scripts, normally the order of
loading scripts matters.  To load scripts in the correct order is
what the project manager currently doing.

You may try build plot on-the-fly by (assuming Plot pointed to the
correct folder), untested.

load jpath '~system/extras/util/project.ijs'
openp_jproject_ jpath '~Plot/base/save/save.ijp'
buildproject_jproject_ ''
