Yeah, I agree with you. 

The quotes are needed because of windows long filename.

I did encounter this with one of my projects so what I did was installed J in 
C:\J602 and made sure that theres no spaces or chinese characters in any path 
names in ALL path names.

What if you don't put double-quotes on the exe?  Just a weird thought
but window is equally weird.
