You can use the xlabel option to specify the labels at the various major tic 
positions.

pd 'reset'
pd 'frame 0'
pd 'xcaption Hour'
pd 'xtic 6 5'
pd 'xticpos 0 6 12 18 24'
pd 'xlabel 0 6 12 18 24'
pd (~. /:~ 17 ?...@$ 24);(13 ?...@$ 100)
pd 'show'
