this looks good though I'm not sure what you mean by your "no declarations"
comment.

One suggestion: perhaps instead of, or in addition to, spelling out the
hand, you could represent it more naturally as someone would see cards
they're holding, e.g. for

2 threes, 3 fives, a seven, 2 eights, 2 tens, a queen, a king, 3 aces

you could show this as

3  3  5  5  5  7  8  8 10 10  Q  K  A  A  A

(preceding single-character cards with two spaces to achieve consistent
spacing between displays.)
Personally, I find the latter version easier to scan though it may benefit
from an extra space between groups, e.g.

3  3   5  5  5   7   8  8  10 10   Q   K   A  A  A
