My understanding of the situation and what Bill is saying:

An addon can be tagged (RELEASE in manifest.ijs ) to be released for
either J602 or J701 or both. For addons tagged to be released for both
J versions, updating the addon will update it for both J602 and J701.
Of course releasing it for both doesn't mean that it will work for
both unless you have tested it!

I think Bill's point was that if you wanted to continue to develop an
existing addon only for J602 and it had already been released for
J701, then one solution would be to create a new addon that is
essentially a copy of the old code and only release it for J602.
